Cebu vs. Dumaguete vs. Manila: Where Should You Retire?

Note: These observations are based on my personal experience living in the Philippines since 2012, primarily in Puerto Galera, Oriental Mindoro. Your experience may vary depending on your budget, health, personality, location, and expectations.

If you’re an American eyeing the Philippines, you’ll hear the same three places over and over: Manila (Makati/BGC), Cebu/IT Park/Ayala, and Dumaguete/Valencia/Dauin. But there are way more you havn’t heard of that don’t require big city life. Here’s the simple, no-nonsense way to help you choose.

Philippines are comprised of more than 7000 islands with a population of over 100 million people, concentrated in the big cities where the action and the jobs are.

Quick verdicts

• Manila (Makati/BGC): Best hospitals, fastest internet, endless services, more sophisticated ladies—and the highest costs and traffic, and oh boy is there traffic!
• Cebu City/Mactan: Balanced option: solid hospitals, easier airport, beaches close, lower costs than Manila. Not all that much to do there unless you like malls, big hotels and SM’s.
• Dumaguete: Slower pace, strong expat community, lower costs; you’ll fly to Cebu/Manila for complex medical needs. Vloggers everywhere. Home to the Filipina Pea.

What to test (not just read about)

• Hospitals: Time the trip from your rental to the ER. Walk inside—don’t guess.
• Internet: Speed-test in the actual unit, if a condo, not the lobby. Starlink is here.
• Noise/traffic: Always a consideration no matter where you live if in a big city.
• Rent: Compare furnished long-term rates, not Airbnbs. Western style homes are available too.
• Daily life: Where are your market, pharmacy, coffee spot? How do you feel at 9 p.m. on a Tuesday?
• Cost of living comparisons: How much does it really cost to retire in the Philippines?

Three-city trial itinerary (4 weeks)

1. Manila (Makati/BGC) — hospital tours, condo viewings, utilities test. LA Cafe, Star World, beggars and snatchers. Jeepney exhaust fumes. Makati very expensive, considered the Beverly Hills of Manila.
2. Cebu — beach proximity, two hospital visits, airport convenience. Whale sharks, Top of Cebu, SM Oceanside
3. Dumaguete — walkability, expat hubs, rental stock and internet checks. Vloggers everywhere.

The decision filter

• I need world-class hospitals and don’t mind city life → Manila, Cebu City.
• I want balance and easy island escapes → Palawan, Bohol, Boracay, Puerto Galera
• I crave slow life, lower costs & western style archetecture→ Dumaguete. Valencia, Dauin

Other places to look: Less traffic, less people, less hassle: Bohol, Boracay, Puerto Galera, Malapasqua, Baguio (cooler temps at elev 5000 ft). Davao on Mindanao (very clean with an international airport but don’t venture any more south of it unless you want to be kidnapped by rebels. Iloilo on Negros.

Yes, there are golf courses here if you don’t mind playing in conditions similar to Dallas, TX at the height of summer. Go to Baguio where you can play the Jack Nicklaus course at Camp John Hay nestled in the cool pines. I play the spectacular and challenging mountain nine at Ponderosa Golf Club in Puerto Galera near where I live.

It’s a divers paradise in nearly all the islands if you are still spry enough to strap on a tank but in most places snorkeling is just as good.

Island hopping is a major sport, don’t worry too much about Typhoons or earthquakes, most are mild quakes and the storms are mild by midwestern US Thunderstorm standards.

Pro tip: rent 6–12 months before you commit to anything permanent. And when you do decide to settle in one particular area do not buy anything (housing) in the name of your girlfriend. A death of a thousand cuts awaits you.
